Effect of Executive and Legislative Perception and Competencies on Disasters on Disaster Budget Planning in the Banda Aceh City APBD

Introduction

The city of Banda Aceh, known as one of the regions with the highest level of disaster risk, still faces major challenges in planning the disaster budget. Over the past three years, a special budget allocation for disasters has only reached 0.063% of the total city budget, which shows that the planning is inadequate. In this context, it is essential to understand how the perceptions and competencies of executives and legislatives affect disaster budget planning. This study aims to analyze the influence of perceptions and competencies from the executive and legislative parties on the planning of the disaster budget in Banda Aceh City.

Background

Banda Aceh is a city located in the northern tip of Sumatra, Indonesia, which is prone to natural disasters such as earthquakes, tsunamis, and floods. The city has a long history of experiencing devastating disasters, including the 2004 Indian Ocean tsunami that killed over 200,000 people. Despite the high level of disaster risk, the city's disaster budget planning has been inadequate, with a special budget allocation for disasters reaching only 0.063% of the total city budget over the past three years. This study aims to investigate the factors that contribute to this inadequate planning.

Methodology

A study using the Explanatory Survey method was conducted to analyze the influence of perceptions and competencies from the executive and legislative parties on the planning of the disaster budget in Banda Aceh City. The population that became the object of research were individuals who were directly involved in planning the disaster budget from various related agencies, including the Health Office, the Social Service, the National Unity and Political Agency, as well as the Regional Representative Council (DPRD) totaling 50 people. Data was collected through a questionnaire and analyzed using a multiple linear regression model.

Results

The results of the analysis show that simultaneously, both executive and legislative competencies have a significant influence on disaster budget planning. More specifically, the most dominant variable influence is the learning process and knowledge. The study found that executives and legislatives who have a strong learning process and knowledge are more likely to formulate effective and efficient strategies in disaster management.

Discussion

The importance of the effect of perception and competence in disaster budget planning cannot be underestimated. Strong perceptions about the threat of disasters faced can increase motivation for decision makers to plan a more adequate budget. On the other hand, good competence, both in knowledge and skills, will enable executives and legislators to formulate more effective and efficient strategies in disaster management. Considering that the city of Banda Aceh is an area that is vulnerable to disasters, it is time for the local government to pay more attention to the capacity and competencies of budget planners.

Conclusion

In conclusion, to improve the planning of a more responsive and adaptive disaster budget, it is recommended that the Banda Aceh City Government implements a continuous knowledge and competency increase program for executives and legislatives. This will create a better planning cycle, which in turn can save lives and reduce the impact of the possible disasters.
