The coefficient value B = 0.684 shows that each increase in one unit in the regulation variable is expected to increase the fulfillment of the needs of fishermen by 0.684.

From the statistical calculation results, the value of t count is 11,923 which is greater than the T table (1,99085) and F arithmetic of 142,156 which is also greater than F table (3.97). In addition, the value of R square which reached 0.652 or 65.2% shows that the Minister of Maritime Affairs and Fisheries Regulation Number 2/Permen-KP/2015 has a significant effect on the fulfillment of the needs of fishermen, while the remaining 34.8% is explained by other variables that are not studied in this study.

Difficulties in meeting the needs of life will be a challenge for those who depend on fish catch.
