Introduction

The Panipahan Puskesmas, located in Pasir Limau Kapas District, Rokan Hilir Regency, Riau Province, plays a crucial role in maintaining public health in the region. However, the utilization of health services at this Puskesmas is still low, particularly among the Chinese community. In 2007, only 17 (0.08%) out of 19,355 outpatient visits came from the Chinese community, and none of them used inpatient services. This figure is far below the national standard of utilization of puskesmas, which should reach 15% of the population. This study aims to investigate the factors that influence the low use of health services at the Panipahan Puskesmas by the Chinese community, with a focus on predisposing factors.

Predisposing Factors of the Chinese Community

Predisposing factors are the characteristics of individuals or groups that influence their behavior and decision-making. In this study, the predisposing factors of the Chinese community are categorized into three main areas:

Demographics

Age: The age of the individual or family head can affect their utilization of health services. Older individuals may have a lower level of health literacy and may be less likely to use health services.

Methodology

This study uses a survey method with an explanatory approach. The research population is 827 Chinese ethnic family heads in the Panipahan Puskesmas working area. A total of 76 family heads were chosen as samples with simple random sampling techniques. Data analysis was carried out using the double logistics regression test.

Results

The results of this study show that there is a significant effect of several predisposing factors on the use of health services at Panipahan Puskesmas:

Education: The higher the level of education, the higher the possibility of utilizing health services in the Puskesmas.
Income: The higher the income, the higher the possibility of utilizing health services in the Puskesmas.
Occupation: Types of work also affect the use of health services at the Puskesmas.
Attitude: Positive attitudes towards health services at the Puskesmas increase the possibility of its utilization.
Communal solidarity: Strong communal solidarity among Chinese communities is the most dominant factor in encouraging the use of health services at Panipahan Puskesmas.

The results of this study show that the Chinese community in the Panipahan Puskesmas area has a low level of utilization of health services. The predisposing factors that influence this low utilization are education, income, occupation, attitude, and communal solidarity. The study recommends several steps that can be taken to increase the use of health services at the Panipahan Puskesmas by the Chinese community:

Service socialization: The Rokan Hilir Health Office needs to increase the socialization of health programs and services available at Panipahan Puskesmas to the Chinese community.
Improving service quality: Improving the quality of health workers and puskesmas facilities so that it can build trust and comfort for the Chinese community.
Distribution of health workers: Placing health workers who have ethnic Chinese backgrounds at Panipahan Puskesmas.

This study aims to investigate the factors that influence the low use of health services at the Panipahan Puskesmas by the Chinese community. The results show that there is a significant effect of several predisposing factors on the use of health services at Panipahan Puskesmas.
