Introduction

The North Sumatra Province in Indonesia has been experiencing rapid economic growth in recent years, driven by foreign and domestic investments. However, the impact of these investments on employment in the province has been a subject of debate among policymakers and researchers. This study aims to analyze the effect of foreign investment (PMA), domestic investment (PMDN), and provincial minimum wage (UMP) on employment in North Sumatra Province. The data used in this study includes a sixteen-year period, from 2000 to 2015, obtained from the Central Statistics Agency (BPS) of North Sumatra Province.

Methodology

The method applied in this study was a quantitative descriptive analysis using data obtained from the Central Statistics Agency (BPS) of North Sumatra Province. To process data, multiple linear regression analysis was used. The dependent variable in this study was employment, while the independent variables were foreign investment (PMA), domestic investment (PMDN), and provincial minimum wage (UMP).

Results

The results of this study showed that partially, both PMA and PMDN had a negative influence on labor absorption. That is, increasing foreign and domestic investment does not always have a positive impact on the number of workforce absorbed. This could be caused by the technology used by companies that are more likely to prioritize machines compared to human labor. On the other hand, the UMP shows a positive effect on employment. When the UMP increases, companies tend to pay more attention to the welfare of their employees, thus encouraging them to expand the capacity of labor.

Simultaneously, these three variables have a significant effect on employment. This shows that the interaction between investment and minimum wage can contribute to an increase in the number of workers absorbed in North Sumatra Province. However, the coefficient of determination found in this study shows that the three variables only affect 70.2% of employment. This implies that there are other factors that also play an important role, such as government policy, labor market conditions, and regional economic dynamics.

Discussion

The findings of this study have important implications for policymakers in North Sumatra Province. By understanding the effect of investment and wage policy, they can formulate a better strategy to increase employment. One of the recommendations that can be given is to facilitate training programs and skills development for labor, so that they are better prepared to face increasingly developing industry demands.

The results of this study also highlight the importance of considering the interaction between investment and minimum wage in policy-making. The positive effect of UMP on employment suggests that increasing the minimum wage can be an effective way to promote employment in the province. However, the negative effect of PMA and PMDN on labor absorption suggests that policymakers should be cautious in promoting foreign and domestic investments, especially if they are likely to displace human labor with machines.

Conclusion

This study has several limitations. Firstly, the data used in this study only includes a sixteen-year period, from 2000 to 2015. Secondly, the study only considers the effect of foreign investment, domestic investment, and provincial minimum wage on employment, while ignoring other factors that may also play an important role, such as government policy, labor market conditions, and regional economic dynamics.
