Analysis of the Attractiveness of the Determination of the Location of SMK Based on Regional Development in Simalungun Regency

Introduction

Simalungun Regency, located in the province of North Sumatra, Indonesia, has great potential in the agriculture and tourism sectors. The development of education in this area should be oriented to these sectors to support regional progress. In addition, the existence of the Special Economic Zone (KEK) Sei Mangkei also demands the development of industrial-oriented education. This study aims to analyze the attractiveness of the location for the establishment of SMKs (Sekolah Menengah Kejuruan or Vocational Schools) in Simalungun Regency, with a focus on Silimakuta District, Bosar Maligas District, and Girsang Sipangan Bolon District.

Background

Simalungun Regency has a total area of 3,597.21 km² and a population of approximately 1.1 million people. The regency is divided into 24 sub-districts, with Silimakuta District, Bosar Maligas District, and Girsang Sipangan Bolon District being the focus of this study. These three sub-districts have specific potential:

Silimakuta District: Is a center for agropolitan activities in Simalungun with great potential in the agricultural sector.
Bosar Maligas District: Has a strong industrial potential with the Sei Mangkei KEK.
Girsang Sipangan Bolon District: Has a strong tourism potential with the existence of Lake Toba.

Methodology

This study uses the Location Quotient (LQ) analysis method and gravity analysis. LQ analysis was carried out to identify the base sector in each sub-district based on the number of workers per sector in 2011. Gravity analysis uses the variable number of junior high school students and distance between districts to determine the attractiveness of the location.

Results

The results of the study show that:

Silimakuta District: Has the highest LQ value for the agricultural sector (1,1867) and is the basis of the agricultural sector in Simalungun Regency.
Bosar Maligas District: Has the highest LQ value for the industrial sector (6,9196) and is the basis of the industrial sector in Simalungun Regency.
Girsang Sipangan Bolon District: Has the highest LQ value for the tourism sector (2,2226) and is the basis of the tourism sector in Simalungun Regency.

Gravity analysis shows that Silimakuta District, Bosar Maligas District, and Girsang Sipangan Bolon District have a low appeal for the establishment of SMK. Conversely, Bandar District, Pematang Bandar District, Tanah Java District, and Panei District have a high appeal.

Recommendations

Based on the research results, the following recommendations are made:

Establishment of Vocational Schools Based on Potential Agricultural Areas: Recommended in Panei District. This sub-district has the agricultural base sector, high attraction, and does not yet have a vocational school.
Establishment of SMK Based on Potential Industrial Areas: Recommended in Bosar Maligas District.
Establishment of Vocational Schools Based on Potential Tourism Areas: Recommended in Haranggaol Haraison District.

Conclusion

This study provides an overview of the potential and attractiveness of the location for the establishment of SMK in Simalungun Regency. The recommendations given are expected to be a consideration in planning the development of vocational schools in this area, so as to support the economic development and human resources in Simalungun Regency.
