As a result, there is dualism in the process of obtaining a permit, namely online through OSS and manually.

Limitations of the OSS

The OSS limitations are also seen because this system only includes business licensing, while other permits that do not belong to this category still need to be managed manually. This shows that there is still room for improvement in the process and integration of public services.

Bureaucrat Behavior

DPMPPTSP also faces challenges in terms of bureaucrat behavior. Until now, they do not have clear service standards as a reference in providing services to the community. There is only a service chess that is the basis, which is not enough to provide certainty and clarity in the service.

Conclusion

Although administrative reforms through the One Stop Integrated Service System in Batu Bara Regency show positive steps, there are still many things that need to be improved. Improving the procedure for obtaining permits and determining clear service standards are important steps to improve the quality of public services in this area. Thus, the hope of creating better and more transparent public services in Batu Bara Regency can be realized.
