Introduction

Poverty is a persistent problem that affects millions of people worldwide, including in Indonesia. To address this issue, the Indonesian Ministry of Social Affairs has implemented the Joint Business Group Program (KUBE), which aims to empower communities to become self-sufficient and escape poverty. This study examines the role of KUBE in Paindoan Village, Balige District, Toba Samosir Regency, and its impact on the welfare of the community.

Background

The KUBE program was established to provide business capital to communities, enabling them to start their own businesses and become self-sufficient. Methodology

This study uses a qualitative approach with descriptive methods to examine the role of KUBE in Paindoan Village. Data was collected through literature studies, observation, interviews, and documentation. The study focused on five welfare indicators: nutrition, health, education, residence, and income.

Results

The results of the study showed that the role of KUBE in Paindoan Village was not yet fully effective. Only two of the three indicators were expected to be met. The current role of KUBE is primarily focused on providing capital, while the aspects of training and assistance are not carried out properly. Nevertheless, there is an increase in the welfare of the community after joining the KUBE program, although the increase is not significant.

Factors Affecting the Implementation of KUBE

There are several factors that influence the implementation of the KUBE program in Paindoan Village. Supporting factors include good cooperation between group members, direction and motivation of KUBE assistants, and the support of cooperation from the village community. Solid cooperation between group members is the key to achieving common goals. Conversely, there are also inhibiting factors that prevent the effectiveness of this program. Some of them are the lack of responsibility of group members, the absence of training provided by the Social Service, as well as the less responsible attitude of KUBE's companion. In addition, livestock health problems and the current Pandemic situation also contribute to the challenges encountered.

Nutrition, Health, Education, Residence, and Income

The study evaluated five welfare indicators: nutrition, health, education, residence, and income. Of the five indicators, nutrition, education, and income have improved, while the conditions of residence and public health do not show an increase.

Nutrition: The study found that the nutrition of the community has improved after joining the KUBE program. The community has access to better food sources, and the quality of food has improved.
Health: The study found that the health of the community has not improved significantly after joining the KUBE program. The community still faces health problems, including livestock health problems.
Education: The study found that the education of the community has improved after joining the KUBE program. The community has access to better education facilities, and the quality of education has improved.
Residence: The study found that the residence of the community has not improved significantly after joining the KUBE program. The community still faces challenges in accessing better housing facilities.
Income: The study found that the income of the community has improved after joining the KUBE program. The community has access to better income-generating opportunities, and the quality of income has improved.

Conclusion

The KUBE program in Paindoan Village has shown an increase in the welfare of the community even though it is not optimal. Community empowerment through business capital, although it is important, is not enough without sustainable training and assistance. Therefore, to achieve the objectives of the success of this program, there needs to be improvements in the implementation of aspects of training and assistance as well as increasing the responsibilities of group members. With the right support and better collaboration, the KUBE program is expected to have a more significant impact on the welfare of the people in the future.

Recommendations

Based on the findings of this study, the following recommendations are made:

Improvement of training and assistance: The KUBE program should provide more comprehensive training and assistance to group members to ensure that they have the necessary skills and knowledge to succeed.
