This study aims to evaluate the implementation of the South Labuhanbatu Regency government policy in the implementation and protection of children, with a focus on creating decent information for children.

Background

The provision of child-friendly information is a critical aspect of child protection policies. Local governments have a responsibility to ensure that children have access to information that is both accurate and safe. In Labuhanbatu Selatan Regency, the government has made efforts to provide facilities and programs that cater to the needs of children, but despite these efforts, there are still many obstacles that hinder the effective implementation of child protection policies. One of the main challenges faced by the government is the lack of equitable socialization, which makes it difficult for children to access information that is relevant to their needs. Additionally, the facilities provided by the government are not optimal, which further exacerbates the problem.

Methodology

This study uses a descriptive research approach with a qualitative methodology. The data collected through interviews, observation, and documentation. The data were analyzed qualitatively using the theory of policy implementation of Edward III, which has four indicators: communication, resources, disposition, and bureaucratic structure. The study aims to evaluate the implementation of the South Labuhanbatu Regency government policy in the implementation and protection of children, with a focus on creating decent information for children.

Results

The results of the study showed that the communication indicators between the implementers and the target had not yet gone well. This can be seen from the unclear delivery of information about policies. In addition, resource indicators are also less than optimal, because many employees do not understand the Patter for Children's Information (ILA) policy. Regarding the budget, there are still shortcomings to support existing programs, while the child-friendly information facilities provided have not been maximized.

On the disposition side, although implementers and targets tend to support ILA policies, the community hopes that the government will conduct equitable socialization so that all levels of society can participate in the implementation of this policy. Meanwhile, indicators of bureaucratic structure show good development because the KLA work team has been formed and regulations related to the implementation of ILA have been established. However, South Labuhanbatu Regency still does not have a standard operational procedure (SOP) for KLA or ILA, which often inhibits the delivery of KLA indicators.

Discussion

The results of the study indicate that although there are some progress in the implementation of child protection policies in South Labuhanbatu Regency, there are still many aspects that need to be improved. Increasing communication between stakeholders, training for employees regarding existing policies, as well as providing a more adequate budget will greatly affect the success of this program. In addition, making clear SOPs for KLA and ILA will help facilitate the implementation of more effective policies.
