Introduction

Every human being has the right to get a proper standard of living, and children are no exception. Unfortunately, the problem of abandoned children is still a problem that has not been fully resolved by the Indonesian government. As a tangible manifestation of the government's concern and efforts in overcoming this problem, a Child Social Welfare Institution (LKSA) was formed such as the Technical Implementation Unit (UPT) of children's social services that played an important role in providing parenting services for abandoned and less fortunate children.

The Role of UPT Children's Social Services

UPT children's social services function as a shelter for children who need protection. The children here get basic needs such as food, water, education, and residence. In addition, they also get alternative services that can replace family functions, with the aim of minimizing social disorders and creating a comfortable environment for children. The UPT plays a crucial role in providing a safe and nurturing environment for children who have been abandoned or are in need of care.

The Challenges of Implementing Child Care Services Standards

Although LKSA in general has provided many benefits for the survival of children, in its implementation there is often a discrepancy with the objectives mandated by the programs and the needs of beneficiaries. This results in the neglect of the needs of children both physically, psychologically, socially, and spiritually. The implementation of child care services standards at UPT Social Services for Children and Elderly Siborongborong District is not without its challenges.

The Gap between Policy and Practice

The study aims to examine the implementation of children's parenting services standard conducted by the Social and Elderly Social Services UPT in Siborongborong District, North Tapanuli Regency. This study uses qualitative methods with descriptive types. As many as 7 informants became subjects of this research, consisting of 1 key informant (Head of UPT), 3 main informants (foster children), and 3 additional informants (Children's Child Section Head, Children's Staff, and Social Workers). Research data obtained through interviews, observations, and documentation.

The Results of the Study

The results showed that the implementation of children's parenting services at the UPT of the Social Services of Children and the Elderly of Siborongborong District was in accordance with Permesos No. 30 of 2011 concerning National Standards for Child Care Services for Child Social Welfare Institutions. In its implementation, the childcare service program is also in line with the theory of program implementation according to David C. Korten.

The Challenges of Implementing Child Care Services Standards

However, some important things need to be underlined related to the implementation of childcare services standards at this UPT. First, Limited resources, both in terms of human resources and funds, are the main obstacles in providing optimal services. Second, Lack of training and development for UPT staff In terms of childcare, handling trauma cases, and special needs for children, resulting in service quality that is less than optimal. Third, Access to limited health and education services For foster children worsen their condition.

Efforts to Improve the Quality of Child Care Services

Based on these findings, Some efforts to improve can be made to Improve the quality of childcare services at UPT Social Services for Children and Elderly Siborongborong District. First, Increasing Human Resources Through Training and Development of Staff Competencies In childcare. Second, Increasing the allocation of funds to support Improving the quality of services and facilities for foster children. Third, Strengthening cooperation with related parties such as the Health Office and the Education Office to Facilitate access to foster children on health and education services.

Conclusion

Improving the quality of childcare services at UPT Social Services for Children and Elderly is an important step in Ensuring the rights and welfare of abandoned and disadvantaged children. This is In line with the government's efforts in realizing Indonesia as a child-friendly country. The implementation of child care services standards at UPT Social Services for Children and Elderly Siborongborong District is crucial in providing a safe and nurturing environment for children who have been abandoned or are in need of care.
