Introduction

In the context of public services, the quality of human resources and the level of work discipline greatly affects productivity. Work discipline is an important aspect that is managed in an organization, including the Puskesmas. At Puskesmas Suka Makmur, Barah Barat District, Labuhanbatu Regency, this research aims to reveal how the characteristics of the organization, including leadership, internal regulations, and supervision, affect employee work discipline. Effective leadership, internal regulations, and supervision are crucial in shaping employee attitudes and habits, and ultimately, influencing work discipline.

Organizational Characteristics and Work Discipline

Organizational characteristics include various aspects that can affect employee behavior. One of the main characteristics is leadership. An effective leader has an important role in shaping employee attitudes and habits. Leaders at the Puskesmas must have good communication skills in order to be able to convey the vision and mission of the organization clearly. This not only builds connectedness between leaders and employees but also fosters a sense of responsibility among employees to meet expectations. Good communication skills are essential for leaders to effectively convey the organization's vision and mission.

This study uses a quantitative approach with the Explanatory Research method. Of the total 34 Puskesmas Suka Makmur employees, researchers took the entire population as a sample, except the Head of the Puskesmas. Data was obtained through a questionnaire interviewed to employees, and the results were analyzed using the Pearson Product Moment test and multiple linear regression. Quantitative research is used to analyze the relationship between organizational characteristics and employee work discipline.

Research Result

The analysis results show that there is a significant relationship between organizational characteristics and employee work discipline. From the results of multiple linear regression tests, internal regulatory variables, leadership supervision, and attention to employees show the effect on work discipline with a value of P 0.039; 0.002; and 0.022. Of the three variables, leadership supervision has the most dominant influence, with a regression coefficient of 0.453. This means that employees who get good supervision from leaders will be more disciplined at work. Leadership supervision has the most significant influence on employee work discipline.

Implications and Recommendations

Effective supervision is the key in increasing employee discipline. Often, the lack of attention from the leader to employees when carrying out the task of potentially reduce the level of discipline. Therefore, it is advisable to the Health Office to increase the frequency of supervision of the performance of the Head of Puskesmas. In addition, providing supporting facilities, such as a more effective attendance system, can help improve employee work discipline. Effective supervision is essential in increasing employee discipline.

The Head of the Puskesmas is also expected to continue to improve existing internal regulations, monitor reports on activities more stringently, and actively ask questions about the obstacles faced by employees. Giving awards to employees who show high productivity can be an additional motivation to improve work discipline in the Puskesmas environment. Internal regulations and supervision are crucial in shaping employee attitudes and habits.

Conclusion

The characteristics of the organization, especially in terms of leadership and supervision, have a significant influence on employee work discipline at the Suka Makmur Puskesmas. By strengthening these aspects, it is expected that the level of employee work discipline can increase, which in turn will have a positive impact on the quality of public services. Continuous improvement efforts in this case are very important to ensure optimal health services for the community.
