The Effect of Regional Financial Ratios on the Allocation of District and City Capital Expenditure in North Sumatra Province

Introduction

The allocation of capital expenditure in regencies and cities is a crucial aspect of regional development in Indonesia. The North Sumatra Province, with its 33 districts and cities, is one of the provinces that have been actively implementing regional autonomy policies. However, the effectiveness of these policies in improving the quality of development and public services in the region remains a concern. This study aims to reveal and analyze the effect of regional financial ratios on the allocation of capital expenditure in regencies and cities in North Sumatra Province.

Background

Regional financial ratios are indicators that measure the performance of local governments in managing their finances. These ratios include the Regional Independence Ratio, Effectiveness Ratio, Efficiency Ratio, Shopping Harmony Ratio, and Employee Shopping Ratio. The Regional Independence Ratio measures the ability of local governments to manage their finances independently, while the Effectiveness Ratio measures the extent to which local governments achieve their goals and objectives. The Efficiency Ratio measures the ability of local governments to use their resources optimally, while the Shopping Harmony Ratio measures the extent to which local governments can balance their spending and revenue. Finally, the Employee Shopping Ratio measures the extent to which local governments allocate their resources to employee salaries and benefits.

Research Methodology

This study used a multiple linear regression analysis technique to evaluate the effect of regional financial ratios on the allocation of capital expenditure in regencies and cities in North Sumatra Province. The data used in this study were obtained from the Realization Report on the Regional Budget and Expenditure (APBD) of North Sumatra Province for the period 2011 to 2015. The research population included all 33 districts and cities in the province, which became samples in the analysis.

Research Results

The results of the analysis show that simultaneously, the five regional financial ratios have a significant influence on the allocation of capital expenditure. However, when it was examined partially, there were some interesting findings:

Ratio of Regional Independence: shows a significant negative effect on the allocation of capital expenditure. This might reflect the dependence of local governments on funds from the center, which can reduce their ability to allocate the budget independently.
Effectiveness Ratio: proven to have a positive influence, but insignificant. This shows that although there are efforts to achieve effectiveness in the use of the budget, other factors may dominate more in making capital expenditure allocation decisions.
Efficiency Ratio: has a significant positive influence. That is, areas that are more efficient in budget management tend to have a greater capital expenditure allocation, reflecting the use of optimal resources.
Shopping Harmony Ratio: has a significant negative influence. This can be an indication of a mismatch between spending planning and real needs in the region.
Employee Expenditure Ratio: giving a significant positive influence on the allocation of capital expenditure. This shows that high employee expenditure can contribute to increasing the budget allocation for capital, although this needs to be further studied to avoid negative implications for resources.

Conclusion

This study shows that regional financial ratios have an important role in determining the allocation of capital expenditure in regencies and cities in North Sumatra Province. The results of this study provide valuable insights for policy makers to understand the factors that influence the allocation of capital expenditure. It is essential for local governments to continue to increase financial independence and budget management efficiency to optimize the allocation of available resources. Thus, it is expected to improve the quality of development and public services in their respective regions.

Based on the findings of this study, the following recommendations are made:

Local governments should continue to increase their financial independence by reducing their dependence on funds from the center.
Local governments should improve their budget management efficiency by optimizing the use of resources.
Local governments should balance their spending and revenue by implementing a shopping harmony ratio.
Local governments should allocate their resources to employee salaries and benefits in a way that is consistent with their goals and objectives.

Future Research Directions

This study has several limitations, including the use of a single data source and the limited scope of the analysis. Future research can be carried out to analyze other factors that might affect the allocation of capital expenditure, such as the role of local government leadership and the impact of external factors on regional development. Additionally, further research can be conducted to understand more about the dynamics of capital expenditure allocation in other sectors, such as education and healthcare.
