Effects of Regional Financial Accountability, Value for Money, Honesty, Transparency, and Supervision of Regional Financial Management: Study of the City Government of Dumai

Introduction

Regional financial management is a critical aspect of local governance, and its effectiveness can have a significant impact on the well-being of citizens. In this study, we aim to explore the effects of regional financial accountability, value for money, honesty, transparency, and supervision on regional financial management in the Dumai City Government. Our research focuses on the Dumai City Government, which is a local government in Indonesia that has been facing challenges in managing its finances effectively.

Methodology

Our study employed a quantitative approach, using a census sampling method to collect data from 31 Regional Work Units (SKPD) involved in financial management. Each SKPD was represented by two officials, namely the Head of the SKPD and the Technical Implementation, resulting in a total of 62 respondents. We used questionnaires to collect data, which were distributed directly to the respondents. The analysis was carried out using a multiple linear regression model, with simultaneous hypothesis testing through the F test and partial testing with the t test.

Results

Our results showed that regional financial accountability, value for money, honesty, transparency, and supervision had a significant influence on regional financial management. However, when viewed separately, only supervision showed a significant effect on regional financial management, while regional financial accountability, value for money, honesty, and transparency individually did not have a significant effect.

To improve regional financial management in the Dumai City Government, there needs to be more intensive strategic steps in applying the principles of accountability and transparency, as well as increasing effective supervision of the use of the budget. Thus, it is expected that regional financial management can be more optimal and provide greater benefits for the community.

Based on the findings of this study, we recommend that the Dumai City Government takes the following steps to improve regional financial management:
