Introduction

Early Childhood Education Development Centers and Community Education (BP-PAUD and Dikmas) in North Sumatra play a vital role in the development of education in the region. These institutions are responsible for providing quality education to children and promoting community involvement in education. However, the effectiveness of these institutions depends on the quality of communication within their networks. This study aims to analyze the communication process, form, and use of communication in the flow of communication networks in BP-PAUD and Dikmas.

Methodology

This study employed a qualitative descriptive method, involving in-depth interviews, observations, and documentation. The eight informants involved in this study came from elements of the leadership and staff of BP-PAUD and North Sumatra Dikmas, which experienced the impact of the reorganization that occurred. The data collected was analyzed to identify the communication process, form, and use of communication in the flow of communication networks in BP-PAUD and Dikmas.

Communication Process in Network Flow

The communication process in network flow in BP-PAUD and Dikmas included two types of communication, namely one-way and two-way communication. One-way communication often occurs when the leader gives instructions to subordinates, without any expected feedback. This type of communication is often used in situations where the leader needs to convey information quickly and efficiently. On the other hand, two-way communication creates a more active dialogue between leaders and staff, where feedback from subordinates is highly appreciated. This type of communication is essential in situations where the leader needs to understand the needs and concerns of the staff.

The elements of communication involved in this process include:

Communicators: The individuals who send and receive messages.
Encoding: The process of converting messages into a format that can be understood by the recipient.
Messages: The information that is being conveyed.
Media: The channels through which messages are transmitted.
Decoding: The process of interpreting messages.
Communicant: The individual who receives the message.
Response: The reaction of the communicant to the message.
Reciprocity: The exchange of messages between the communicator and the communicant.
Noise: The interference that can affect the transmission of messages.

Form of Communication in Network Flow

The form of communication in the flow of pathway communication network (path) in BP-PAUD and Dikmas is generally vertical, where information flows from the leadership to subordinates. This is usually done in the form of clear task instructions to ensure that each employee understands his role. On the other hand, the form of trail communication (trail) includes vertical communication from top to bottom, but also involves horizontal communication between the markers. This is very important to create synergy between employees, so that messages can be disseminated effectively to a wider audience.

In addition, the form of communication in the flow of road communication networks (walk) shows a more dynamic and open interaction, where almost all forms of communication can trigger productive reciprocity. In this approach, employees are empowered to provide input and suggestions, which not only enrich the communication process but also support better decision making.

Conclusion

Communication at BP-PAUD and Dikmas of North Sumatra not only function as a means of delivering information, but also as a means to build a better relationship between leaders and staff. By encouraging two-way communication and reducing obstacles, this organization can be more responsive to the educational needs of the community and increase the effectiveness of the programs that are run. This study provides an important picture of how effective communication flow can contribute to the success of educational institutions in Indonesia.

Recommendations

Based on the findings of this study, the following recommendations are made:

Encourage two-way communication to create a more active dialogue between leaders and staff.
Empower employees to provide input and suggestions to enrich the communication process and support better decision making.
Reduce obstacles to communication, such as noise and interference, to ensure that messages are transmitted effectively.
Implement a more dynamic and open interaction in the flow of road communication networks (walk) to create a more productive and reciprocal communication process.

Limitations of the Study

This study has several limitations, including:

The study was conducted in a specific context, namely BP-PAUD and Dikmas in North Sumatra, which may not be generalizable to other contexts.
The study relied on a small sample size, which may not be representative of the larger population.
The study was limited to a qualitative descriptive method, which may not provide a comprehensive understanding of the communication process in network flow.
